Nintendo DS r4 chip, it this real?

I just read about this r4 chip that could be used to load free ds games onto a ds. Supposedly there's a website that where you can download any ds game to this chip for free! I'm thinking it's way too good to be true but then again i could be wrong- i mean i managed to get free music and ipod movies for free and legally so i'm hoping this is also one of those things.

Is this chip illegal including the sites with free ds games? and if it is legal are there going to be differences between store bought ds games and the ones on the r4 chip?
